(A) The town shall not repair, maintain, install or provide any streets or public utility services in any development for which a final plat has not been approved and filed for record, nor in which the standards contained or referred to in this chapter have not been complied with in full.
(B) The town shall not sell or supply any water or sewage service within a subdivision for which a final plat has not been approved or filed for record, nor in which the standards contained or referred to in this chapter have not been complied with in full.
(C) No building permit for a primary building will be issued until all proposed public facilities have been installed and have been approved by the town unless specifically authorized by the developer agreement after a determination that adequate security has been provided to assure construction of the public facilities.
