For the purposes of this chapter, the terms, phrases, words, and their derivations set forth in this chapter shall have the meaning ascribed to them in this subchapter. The word SHALL is always mandatory; the word MAY is merely discretionary. Any office referred to by title means the person employed or appointed by the town in that position, or his or her duly authorized representative. Definitions not expressly prescribed herein are to be construed in accordance with customary usage in municipal planning and engineering practices.
