It is hereby declared to be the policy of the town to consider the subdivision and development of land as subject to the control of the town, in order to carry out the purpose of the Comprehensive Plan, and to promote the orderly, planned, efficient and economical development of the town. Furthermore, it is the policy of the town that:
(A) Land shall not be subdivided or otherwise developed until proper provision has been made for drainage, water, sewer, transportation and other facilities required by these subdivision regulations; and
(B) All public and private facilities and improvements shall be of at least a minimum capacity necessary to adequately serve the development and shall conform to and be properly related to the Comprehensive Plan of the town and the Design Manual; and
(C) These subdivision regulations shall supplement, and facilitate the enforcement of, provisions and standards contained in the zoning ordinance and building codes adopted by the town.
