(A) All building movers shall proceed in a careful manner with movement of a building over a public street, alley, avenue, or public grounds, and shall not in any manner injure or destroy trees, grass plots, curbing, or sidewalks, nor in any manner interfere with the private property of individuals.
(B) The Chief of Police shall have the power to revoke any permit whenever, in his or her judgement, any building mover is proceeding in a reckless and careless manner in the movement of a building.
