The movement of a house, building, or structure under a permit, as required by this subchapter, when commenced, shall be continuous during all the hours of the day, and day by day, and at night if required by the Chief of Police, until completed, and will be carried on with the least possible obstruction to the streets and roads being utilized. No building or house shall be allowed to remain over night upon any street crossing or intersection or in such a position as to prevent each access to any fire hydrant. Lighted signals shall be kept in a conspicuous place at each end and in the center of the building during the night.
