A permit, as required by this subchapter, issued by the Chief of Police shall state, specifically, all the conditions to be complied with in moving, shall designate the route to be taken and limit and prescribe the hours for the movement. In no case shall any paved streets, alleys, avenues, or public grounds be used for that purpose unless designated in the moving permit.
