If any such building being moved is to be located within the town and is to be reconstructed, remodeled, rebuilt, or set upon a permanent foundation, no permit shall be issued for the moving of the building into the town until the owner thereof secures a building permit for the reconstruction, remodeling, rebuilding, or setting of the house or building upon a permanent foundation, in accordance with the provisions of the building codes of the town.
