§ 91.20  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   FILTHY ASH HEAPS.  Cinders, coal, and everything that usually remains after fires and that has been mixed with garbage or filth of any kind.
   GARBAGE.  Every accumulation of both animal and vegetable matter, liquid or otherwise, that is received from kitchens, and also all putrid and unsound meat, beef, pork, fish, decayed or unsound vegetables or fruits.
   JUNK.  All worn out, worthless, discarded, and/or inoperable appliances, equipment, or machinery; old iron, steel, tin, copper, and other metals in any form; rubber and rubber tires; glass and plastic items; building or construction material or equipment not currently being used in or on a construction project on property for which the owner or occupant has obtained a proper building permit; machinery, appliance or automobile pieces or parts; boxes, barrels, and crates of any composition; other manufactured goods that are so worn, deteriorated, or obsolete as to make them unuseable in their existing condition other than as scrap; or any other objectionable, unsightly, or unsanitary item which is or should be objectionable, unsightly, or unsanitary to a person of ordinary sensitivities.
   NUISANCE.  Whatever is dangerous to human life or health, whatever renders the ground, the water, the air, or food a hazard or injury to human life or health or that is offensive to the senses, or that is or threatens to become detrimental to the public health, is hereby declared to be a nuisance, and the specific acts, conditions, and things set forth in this subchapter are, among other, each and all of them hereby declared to be nuisances and prohibited and made unlawful.
   RUBBISH.  All loose and decayed material and dirt-like substances that attends use or decay, of which accumulates from buildings, storing or cleaning.
