§ 70.99  PENALTY.
   (A)   Whenever in this chapter an act is prohibited or is made or declared to be unlawful or an offense or a misdemeanor, or wherever in this chapter the doing of any act is required or the failure to do any act is declared to be unlawful, and no specific penalty is otherwise provided in this code of ordinances, the violation shall be punished by a fine not exceeding $500, provided, however, that no penalty shall be greater or less than the penalty provided for the same or a similar offense of the laws of the state.
   (B)   Each day a violation of this chapter or of any ordinance continues shall constitute a separate offense.
   (C)   It shall be unlawful and an offense for any person to violate or fail to comply with any provisions of this chapter, irrespective of whether or not the verbiage of each section contains the specific language that such violation or failure to comply is unlawful and is an offense. Any person who shall violate any of the provisions of this chapter, or any of the provisions of a permit issued pursuant thereto, or who shall fail to comply with the terms thereof, shall be guilty of a misdemeanor and shall, on conviction thereof, be fined in the sum not to exceed $500. The violation of each separate provision thereof shall be considered a separate offense. Each day’s continuance of a failure to comply therewith shall constitute a separate and distinct offense.
