(A) If a majority of the City Council attending the meeting find that substantial economic harm will result to the applicant if the prohibition against parking remains in effect and vote to allow an exception, then the exception shall be granted.
(B) The City Council may impose conditions for granting of the exception, such as but not limited to, fencing, places on the property where the vehicle or trailer may be parked, the type of material on which the vehicle or trailer may be parked, and limitations of the regularity of driving the vehicle or pulling the trailer into and out of the property.
(C) If more than 50% of the persons who receive the required notice of the filing of the exception object to same (either by appearing or signing a written petition objecting to the exception), then the exception shall not be granted, unless at least two-thirds of the members of the City Council present at the hearing vote in favor of same.
(D) If any exception is granted, then the City Council shall also set the length of time for which the exception is granted. No exception may be granted for a period in excess of two years.
