At the hearing before the City Council, the applicant shall be permitted to speak and present the application, and all other persons who wish to do so shall be permitted to speak for or against the application. Any person shall also be permitted to present any written petition for or against the exception signed by the property owners who received notice. The City Council and/or the Mayor may set and announce limits for the time of presentation or speaking by all persons, and the other rules as are deemed necessary and proper.
