(A) In order to obtain a special exception, a person shall file a written request for same. The written request shall include:
(1) The name and address of the person requesting the exception;
(2) The address of the property where an exception to the prohibition against parking is desired;
(3) A description of the vehicle or trailer made subject of the exception;
(4) A statement of the economic harm being suffered by the applicant;
(5) The proposed length of time for the exception to exist;
(6) The place where the vehicle or trailer is to be parked, including a description of the pavement or other material on which it is to be parked; and
(7) The name and address of each property owner or occupant of property located on the same street within 200 feet of the property for which the exception is desired, or the town block on which the property is located, whichever is more. If the property is a corner property, then the 200-foot requirement shall be used for each street of the intersecting streets.
(B) At the time of the filing of the written request, the person shall also pay a fee of $100.
