§ 70.21  SUBSTANTIAL ECONOMIC HARM.
   No person may obtain a special exception to the parking prohibition, unless and until the person can demonstrate to the City Council that the prohibition is causing and shall continue to cause substantial economic harm to that person.  The fact that a person may have to pay parking or other fees at a storage or other parking facility, if the prohibition remains in effect, shall not constitute substantial economic harm.
