§ 70.07  PARKING ON HARD-SURFACED AREAS AND RESIDENTIAL LOTS.
   (A)   It shall be unlawful for any person to park or to allow to be parked on any property under his or her control any automobile, light truck, motorcycle, camper, or boat on any portion of a front yard or side yard adjoining a street of any area zoned and used as one-family, two-family, or multi-family dwelling purposes, unless:
      (1)   The area is a part of a hard-surfaced driveway or parking area;
      (2)   The area is a part of a gravel driveway bordered by cement curbing or similar permanent border;
      (3)   The area is part of a required driveway that provides access to a garage, carport, or off-street parking area required by a zoning ordinance; or
      (4)   The area is part of a side yard enclosed by a screening fence at least six feet in height, and so constructed that no person can see through into the area surrounded by the fence.
      (5)   No restrictions are implied on the back of the property past the rear building.
   (B)   The term “hard surfaced” as used herein is defined in § 151.027(D)(2) of the zoning ordinance.
   (C)   This subchapter shall not apply to any presently existing gravel driveway, but if any change or abandonment of use of the driveway area occurs, then the owner or occupant of the property may not thereafter revert to use of same for parking of vehicles without meeting the terms and provisions of this subchapter.
   (D)   For purposes of this section, DRIVEWAY shall mean the area between the curb cut or drive approach from a public street or alley, to a garage, carport or rear yard vehicle storage area.
   (E)   Parking spaces and any adjoining private driveways shall be constructed as described in § 151.027(D)(2) of the zoning ordinance. The paved surface shall be two inches or more in thickness, shall not exceed one-half inch in height above the adjacent unpaved surface, and shall be located perpendicular to the curb cut or drive approach. On nonconforming lots without paved parking spaces and driveways existing as of the effective date of this chapter, the parking spaces and driveways shall only be located perpendicular to the curb cut or drive approach.
   (F)   All vehicles shall be driven and parked so as to completely rest upon a paved surface or driveway. On nonconforming lots without paved parking spaces and driveways existing as of the effective date of this chapter, all vehicles shall be driven and parked so as to completely rest upon the unpaved parking spaces or driveways as provided in this section, or in the side yard adjacent thereto. No parking spaces shall be permitted in the remaining front yard portion, unless it is paved in accordance with division (B) above.
