Within 180 days after the effective date of the ordinance codified in this subchapter, any person discharging industrial waste into a sanitary sewer in the town shall construct a suitable control manhole, downstream from any treatment or storage tanks or other approved works utilized by such person for pretreatment, such control manhole to be for the purpose of facilitating observations, measurements and sampling of all waste created and discharged by such person. The control manhole shall be constructed at a location and in a manner approved by the Director. The control manhole shall be constructed and installed at the expense of the person discharging the waste, and it shall be maintained at the expense of such person at all times in a safe, acceptable and proper operating condition.
