The owner or occupant of any building not located within the town shall be allowed to make connection with the sewer system after obtaining a permit as provided in this chapter, and such work of connection shall be subject to the regulations and inspections provided for in this chapter, and the owner or occupant of any building thus connected shall be required to pay the inspection, installation and the service charges exacted in this chapter.
