No person except the duly authorized agents shall empty garbage cans or trash receptacles, containing kitchen garbage, dry kitchen refuse, trash, or rubbish or convey or transport garbage or trash on the streets, alleys, and public thoroughfares of the town without a written permit granted and issued by the City Council. Nothing in this chapter shall be construed to prohibit any person from the removal of heavy material, old junk (automobile frames, parts, and the like), furniture, appliances from his or her own premises provided it is accomplished at the expense of the owner or person controlling same in a manner and by a method conforming with accepted health standards.
