(A) It is hereby expressly provided that the City Council reserves the right to change the rate for the use of water from time to time, by resolution; and at all times make such water restrictions, rules, and regulations as, in the judgement of the City Council, may be necessary.
(B) When billing for rentals, the rates shall be applied separately for the consumption of water through each meter. When two or more apartments are connected with one meter, it will be the responsibility of the landlord to pay the water bill.
