(A) Meters shall at all times be sealed, such seals shall not be broken. Meters shall be removed only by authorized employees of the Water Department.
(B) No one shall in any way interfere with the proper registration of a water meter; and no one, except an authorized employee of the Water Department shall break a seal of a meter; provided, however, that the Water Department may grant specific permission to licensed plumbers to break such seal for draining pipes or stopping water leaks.
