The owner must have a licensed plumber install the meter and necessary fittings at their expense. The Water Department will inspect the installation and approve it before the water is turned on. Meters shall be placed on the service pipe not to exceed two feet from the wall where such pipe enters the premises and be in a horizontal position. There shall be a valve between the meter and the wall; and a suitable place shall be provided for the meter so as to keep it dry and clean, protected from frost, and it shall be readily accessible at all times to the meter reader and inspectors of the Water Department.
