§ 52.01 WATER SERVICE CONNECTION PERMIT REQUIRED.
   (A)   Permit required. No person shall uncover, tap, make any connection with or opening into, use, alter, or disturb, either directly or indirectly, any water main or appurtenance thereof within the limits of the city without first having obtained permission to do so and a written permit for that work from the city showing compliance with all of the applicable provisions of this chapter. No permit shall issue without the applicant first having paid to the City Clerk-Treasurer the fee or charge set for that permit by resolution of the City Council.
   (B)   Assessments paid. No connection to any water main shall be made or built, repaired, extended, or connected nor shall any permit for such work issue or be approved unless and until all assessments for water and sewer construction against the property, or such installments thereof as shall be due at the time such connection is made, are paid.
   (C)   Issuance of permits. Upon authorization by resolution of the City Council the City Utilities Superintendent may issue tapping and connection permits for water mains, provided that all fees and charges have been paid in full and provided that all other requirements of this chapter have been fulfilled.
   (D)   Investigation prior to excavation. All public, private and municipal utilities shall be contacted before any investigation work is done by using Gopher State One Call. All utility locations are the responsibility of the property owner, the excavation contractor, and the installation contractor.
   (E)   Safety precautions. Safety precautions, barricades, and fencing are the responsibility of the property owner, excavation contractor, and installation contractor.
   (F)   Work completed. All work authorized by a permit shall be completed and all required inspections performed within six months of the date the permit issued. Failure to complete the work within that time period will require application for a new permit.
   (G)   Connection fees. The city may charge a fee for the tapping or connection to the municipal water main in addition to the permit fee. All such fees shall be determined by resolution of the City Council and must be paid in advance to the City Clerk-Treasurer prior to the issuance of a permit for such work.
