§ 51.020 NEW CONNECTIONS TO BE DETERMINED BY SUPERINTENDENT; PERMIT REQUIRED FROM CITY.
   (A)   Any new connection to the sanitary sewer system shall be prohibited unless sufficient capacity is available in all downstream facilities including, but not limited to capacity for flow, BOD5, and suspended solids, as determined by the Superintendent.
   (B)   No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the city.
