By applying for or receiving a municipal utility service, the customer, consumer, and occupant irrevocably consent and agrees that any city employee bearing proper credentials and identification and acting within the scope and course of his or her employment may, at reasonable times, request from the customer, consumer, or occupant of the property the right to enter upon the private property of the customer, including dwellings and other buildings, for the purpose of inspection, observation, measurement, testing, sampling, repairing, reading meters, connecting or disconnecting the municipal utility service. If any person refuses to allow such access, the city reserves the right to seek an administrative search warrant in order to obtain access in accordance with this section.
