This chapter is administered and enforced to achieve the following objectives within the corporate limits of the city:
(A) To promote the orderly development of residential, commercial, industrial areas in the city;
(B) To conserve and enhance the taxable value of land and buildings by protecting residential, commercial, and industrial areas from harmfu1 encroachment by incompatible uses;
(C) To minimize the expenditure of public funds through selecting cost-effective alternatives for the expansion of public facilities and utilities; and
(D) To control the density of population and faci1itate traffic movement within the city.
