This chapter is intended to supplement and not replace the existing city ordinances regarding municipal utilities. In the event this chapter is deemed to conflict with the provisions of Chapters 51 and 52, the terms of this chapter shall govern and those inconsistent provisions shall be and hereby are revoked. To the extent not inconsistent with this chapter, Chapters 51 and 52 shall remain in full force and effect.
