For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CONSUMER and CUSTOMER.
(1) The fee title owner of any real property that receives municipal utility service.
(2) The registered title owner of a manufactured home that receives municipal utility service where that home is installed as an occupied dwelling upon real property owned by third parties under a written lease or lot rental agreement.
MUNICIPAL UTILITY. Any city-owned utility system, including, but not by way of limitation, water, sewerage, gas service, and electric service.
QUARTER. A three-month period of service commencing on January 1, April 1, July 1, or October 1 of each year.
UTILITY. All utility services, whether the same be public city-owned facilities or furnished by public utility companies.
