§ 112.18 CONDITIONS OF OPERATION AND RESTRICTIONS ON CONSUMPTION.
   (A)   The principal business of the dispensary shall be the “on sale” and “off sale” of alcoholic beverages, including liquor, wine, beer, and malt liquor.
   (B)   No liquor, wine, beer, or malt liquor shall be sold on credit. Customers may use regularly accepted credit cards.
   (C)   No person shall be permitted to loiter about the dispensary habitually.
   (D)   Disruptive, violent, abusive, or threatening behavior shall not be tolerated. Vandalism shall not be tolerated. Persons exhibiting such behavior or engaging in such activities may be prohibited from entering the dispensary by the manager.
   (E)   Persons under the age of 21 may not enter the dispensary for the purpose of purchasing or having served or delivered any alcoholic beverages. Persons under the age of 21 may enter the off sale premises provided they are accompanied by a parent or guardian over the age of 21 and provided they remain in the premises no longer than five minutes. Persons under the age of 21 may enter the on sale premises on the first Saturday of each February from 8:00 am. until 12:00 noon.
   (F)   All restrictions relating to the manner of conducting the sale of intoxicating liquor on premises licensed for such sale, and the maintenance of order on such premises, shall also apply to the municipal liquor dispensary, insofar as they can be made applicable. All duties imposed by such restrictions on the licensee shall be imposed on the dispensary manager, with regard to the manner of conducting business of the liquor dispensary.
