Any person who shall have in his or her possession a dog, cat or other domestic animal which has contracted rabies, or which has been subjected to rabies, or which is suspected of having rabies, or which has bitten any person, shall upon demand of the Police Department or of the Animal Control Officer, produce and surrender such dog, cat or other domestic animal to the Police Department or the Animal Control Officer, to be held in the village dog pound for treatment and observation for a period of ten days. In lieu of such surrender of such dog, cat or other domestic animal, such person shall have the option of delivering such dog, cat or other domestic animal to an approved kennel, to be held there for treatment and observation for such ten-day period, and shall furnish to the Police Department written evidence that such dog, cat or other domestic animal has been so delivered; provided however, that if such dog, cat or other domestic animal be confined to a private kennel, such confinement shall be at the sole expense of the owner of such dog, cat or other domestic animal, and without expense or risk on the part of the village. If the dog, cat or other domestic animal be kept in the village pound, the owner shall be liable for the board of such dog, cat or other domestic animal as hereinafter provided for an impounded dog, cat or other domestic animal.
