(a) The Council shall be the board of canvassers to canvass the votes cast at all elections under this Charter. The Council shall meet on the first Thursday after each village election and publicly canvass the returns of such election, and shall determine the vote upon all questions and propositions, and declare whether the same have been adopted or rejected and what persons have been nominated or elected at such election. The person, or persons, where more than one are to be nominated for or elected to the same office, who shall receive the greatest number of votes shall be declared to be nominated or elected, as the case may be.
(b) CERTIFICATION. The Village Clerk shall file in his office and preserve the original statement and determination of the Village Board of Canvassers of the results of the elections and shall forthwith execute and cause to be delivered to the persons thereby declared to be elected to village offices, a certification of election certified by him.
