Section 3.13 VILLAGE OFFICERS AND EMPLOYEE BENEFITS.

The Council may provide by ordinance for a merit system of personal management for employees, and may provide for the pensioning of its appointive officers and employees and for any recognized standard plan of group life, hospital, health, or accident insurance.
