Section 3.12 DUTIES OF ADMINISTRATIVE OFFICERS.
   All administrative officers of the village shall perform such duties as are provided for such officers by state law, this Charter, the village ordinances, and the administrative directives of the Village Manager. Unless the Council shall otherwise provide by ordinances, specifying another officer of the village, the Clerk shall be the chief accountant and auditor of the village and he, or such other officer as shall be so designated by the Council, shall, subject to the direction of the Village Manager, maintain a system of accounts which conform to such uniform system as may be required by state law. In the exercise of such duties, each village officer shall exercise and possess all of the powers, privileges, and immunities granted to village and township officers exercising the same duties for villages and townships generally under the general laws of the state.
