§ 4.32 EMERGENCY ACTIONS.
   In the event that more than one Commissioner has resigned, been removed, or not been reappointed, and there are two or more vacancies on the Commission, and a new Commissioner cannot be qualified and appointed by the Board in a manner which is timely enough to prevent violating due process rights of an aggrieved police officer, the Board of Trustees may act as the hearing body for any such hearing requested by such police officer. In such a case, the attorney for the Commission shall provide advice to the Village Board during the course of such hearing and the Board shall conduct the hearings by applying the rules of procedure that the Commission has adopted. Additionally, the Board of Trustees may hire new officers in cases where a bona fide emergency exists and there are insufficient members on the Commission to accomplish such a hiring. In any such case, the Board shall use the hiring list established by the Commission, or in such cases where a hiring list has been exhausted, by any means necessary and appropriate to address such a bona fide emergency.
