(A) Any property owner who is required by village ordinance to connect to an existing village water main, and any property owner or user who otherwise voluntarily elects to connect to such existing village water main, shall, at his, her or their own sole and exclusive expense, install such water main as may be specified by the Superintendent of Public Works and/or village-designated engineer:
(1) Along the entire road frontage of the subject property;
(2) Within existing easements located on the subject property which have been provided for that purpose; or
(3) Within such other location or locations as may be designated by the Superintendent of Public Works and/or village-designated engineer.
(B) Provided, however, that, upon application by such property owner or user, and for good cause shown, the Board of Trustees may vary the requirements of this section.
