In addition to other fees as may be established from time to time by the village, a school and park cash contribution in lieu of land and other impact fees shall be paid to the village pursuant to the calculations set forth in Chapter 23, Section 3, and prior to the issuance of any building permits for the construction of a new residential dwelling unit within the village limits, as a condition of approval of a final plat of subdivision of any block lot or sublot or any part thereof, or any piece or parcel of land falling within the village limits, each subdivider, developer or builder will be required to pay said fees to the village.
