This chapter shall be liberally construed to give effect to its purpose, recognizing that the installation, maintenance, service, upkeep and response right for the subscriber. If any portion of this chapter shall be declared invalid or of no force and effect, it shall not effect the validity of the remainder of this chapter, which shall remain in full force and effect.
