§ 3.01 THE PRESIDENT.
   (A)   Election and term. The President shall be elected for a four-year term, and shall serve until his or her successor is elected and qualified, as provided by law.
   (B)   Duties. The President shall be the chief executive officer of the village, and shall perform such duties as may be required by law or by ordinance. The President shall have general supervision over all executive officers and employees of the village, and shall have the power and authority to inspect and examine all books and records kept by all officers and employees of the village in their official capacities, at any reasonable time. The President shall keep the Village Board informed of all investigative and litigation matters involving the village and shall inform the Village Board of contacts with local, state and federal officials on any matter involving the village. The President shall present to the Village Board at a regularly scheduled and open public meeting in April of each year, a State of Lakemoor Address. At a minimum, the address shall include the status of all village departments, village accomplishments and shortfalls through the prior year, the President’s position on major projects and events that affect the village and the President’s vision for the future. The President shall act for and on behalf of the village at all occasions and receptions.
   (C)   Appointment of officers. The President shall have the power and authority to appoint, by and with the advice and consent of the Village Board, all officers of the village whose election or appointment is not otherwise provided for. Any vacancies occurring in an appointive office shall be filled in like manner. The President may appoint a temporary officer for a maximum term of 90 days and the same person may be temporarily appointed to the same office no more than once in one fiscal year.
   (D)   Designation of duties. The President shall have the power to delegate to any appointed officer any duty which is to be performed when no specific officer has otherwise been directed to perform such duty. Whenever there is a dispute or uncertainty concerning the respective duties or powers of any appointed officer of the village, such dispute or uncertainty shall be settled by the President upon consultation with the Village Attorney.
   (E)   President pro tem. During any temporary or permanent absence or disability of the President, the Village Board shall elect one of its members to act as President pro tem, who shall possess the powers and authority of the President, as provided by law and by ordinance.
   (F)   Bond. Before entering upon the duties of office, the President shall execute a bond in such amount and with such sureties as may be required by law and by ordinance, conditioned upon the faithful performance of the duties of the office. The village shall pay the premium on such bond.
