(A) An ordinance making appropriation for the corporate purposes of the village for the fiscal year commencing May 1 and ending April 30 of the following year shall be appropriated each year.
(B) Those sums, or so much thereof as may be authorized by law, and the same be hereby appropriated for the corporate purposes of the village, as hereinafter specified.
(C) The said several sums of money are hereby appropriated from monies received and to be received by the village from all sources.
