§ 13.02 REFUSE, RECYCLABLE MATERIAL AND DISPOSAL PROGRAM.
   (A)   Pickup. All refuse and recyclable material generated in each dwelling unit in the village shall be picked up only by the village hauler. Collection shall be made at the curbside from every dwelling unit between the hours of 10:00 p.m. and 6:00 a.m. on the designated collection day for the village.
   (B)   Containers. The following containers shall be used for the service.
      (1)   Refuse. Containers to be used for pickup or refuse shall be 90-gallon toters which will be provided by the village hauler.
      (2)   Recyclable materials. Bins to be used for the pickup of recyclable materials shall be provided and distributed by the village hauler exclusively and shall be identified for use with the recyclable collection program only. Recyclable materials in excess of the capacity of the bin may be placed in open containers provided by the customer and set alongside the bin.
   (C)   Specially contracted service. The pickup of appliances, home remodeling and repair construction materials shall not be included in the minimum services, but shall be specifically contracted between the village hauler and customer. Each stop shall be responsible to pay for any service requested of, and provided by, the village hauler, in addition to the minimum. With respect to appliances, the village hauler shall be responsible for the use of disposal methods pursuant to state and federal laws.
   (D)   Cost. The village hauler shall bill the village monthly for the collection of refuse and recyclable materials and the village shall bill customers monthly for the collection of refuse and recyclable materials. Billing for pickup of appliances and construction material shall be the responsibility of the village hauler.
