§ 2.07 RULES OF ORDER.
   (A)   Order of business. The order of business at meetings of the Village Board shall be as follows:
      (1)   Roll call of members;
      (2)   Pledge to the flag;
      (3)   Discussion and approval of agenda;
      (4)   Citizen comment;
      (5)   Presentation of the minutes of the previous meetings and approval by Board of Trustees;
      (6)   Presentation and acceptance of reports by Village Treasurer and Village Collector;
      (7)   Presentation and approval of bills against the village;
      (8)   Reports of officers;
      (9)   Reports of standing committees;
      (10)   Old business;
      (11)   New business;
      (12)   Purchase orders;
      (13)   Citizen comment; and
      (14)   Adjournment.
   (B)   Motions, resolutions and ordinances. All resolutions and ordinances submitted to the Village Board shall be reduced to writing before being voted upon. Where such are adopted and entered upon the minutes of the proceedings of the Village Board, the name of the member moving the adoption, and the name of the member seconding same shall be entered in the minutes. On each matter submitted to the Village Board upon which a vote is taken, the vote of each member voting, as well as the vote of the President when he or she is required by law or by ordinance to vote, shall also be entered in the minutes.
   (C)   Addressing meetings. No person other than the President, member of the Board of Trustees or a village officer shall address the Board of Trustees at any regular or special meeting, except upon consent of a majority of the members of the Village Board present.
   (D)   Suspension of rules. The rules of order, other than those provided by law, may be suspended at any time by the affirmative vote of a majority of the members present at any meeting of the Village Board.
   (E)   Robert’s Rules of Order. The current edition of Robert’s Rules of Order, Newly Revised, shall govern the deliberations of the Village Board, except as is otherwise provided by law or ordinance.
