(A) All persons roller skating, roller blading, in-line skating or skateboarding upon the public streets of the village not prohibited by this section shall do so in a safe and prudent manner, shall do so in a manner so as not to interfere with normal flow of vehicle or pedestrian traffic, and not to endanger any person or animal.
(B) Roller skating, roller blading, in-line skating or skateboarding shall be prohibited on any public or private property where signs are posted prohibiting such activity.
(C) Law enforcement officers engaged in the performance of their duties shall be exempt from the provisions of this section.
(D) This section shall not apply to those persons participating in parades or other special events for which a permit has been issued by the village.
(E) Any person, firm or corporation violating the provisions of this section shall suffer the penalty imposed under § 1.06 of the municipal code.
