§ 98.06 POWERS, DUTIES AND RESPONSIBILITIES OF THE CITY MANAGER/DIRECTOR OF EMERGENCY MANAGEMENT.
   (A)   The City Manager, when acting as the Director of Emergency Management, is delegated the powers set out in F.S. § 252.38(2) through (4) in addressing matters relating to emergencies, including, but not limited to, waiving the standard procedures and formalities otherwise required pertaining to:
      (1)   Performance of public work and taking whatever prudent action is necessary to ensure the health, safety, and welfare of the community;
      (2)   Entering into contracts;
      (3)   Incurring obligations;
      (4)   Employment of permanent and temporary workers;
      (5)   Utilization of volunteer workers;
      (6)   Rental of equipment;
      (7)   Acquisition and distribution, with or without compensation, of supplies, materials, and facilities;
      (8)   Appropriation and expenditure of public funds.
   (B)   All actions by the City Manager involving waiving standard procedures shall be reported to the City Commission within a time that is practicable under the circumstances. An objection may be filed by any City Commissioner with the City Clerk within 24 hours of receipt of the report, and the City Clerk shall schedule a meeting of the City Commission as soon as reasonably practicable to hear, and act upon, the objection.
