(A) The affected departments shall determine whether and to what extent additional city staff reasonably will be necessary for the event for purposes of traffic control and public safety. The decision shall be based on the type, size, location, duration, time and date of the event, the number of streets and intersections to be blocked and the need to detour or preempt ordinary citizen travel and use of the streets and sidewalks, the need for parking, the demand on emergency services and personnel, but not the content of the speech involved in the special event. The applicant then shall have the duty to secure any additional city staff deemed necessary by the affected departments at the sole expense of the applicant who shall prepay the expenses of such protection.
(B) Public issue speech event. Persons exercising their First Amendment rights by engaging in a public issue speech event shall not be required to pay the costs of any police or fire protection provided by the city at the event.
