Any person may apply for a special authorization permit issued by the city to conduct activities specifically permitted by this chapter or set forth in the list of approved uses promulgated by resolution of the city. In issuing a Special Authorization Permit, the city shall require that the activity is consistent with and furthers the adopted management plan for the particular Conservation Land and the legislative intent of this chapter.
