§ 162.04 PERMITTED USES ON THE CONSERVATION PROJECT.
   The city shall, by resolution, promulgate a management plan for each parcel of Conservation Land. The management plan shall contain a list of acceptable uses on each parcel of Conservation Land in The Conservation Project. The promulgated list of acceptable uses shall be based on the particular piece of Conservation Land and will address management philosophy and use restrictions placed on the land by the land donors, if any. Consideration of the following issues may be integrated into the management plan for each piece of land in The Conservation Project:
   (A)   Physical and biological components of The Conservation Project area.
   (B)   Historical and recent land use.
   (C)   Local and regional significance of the land.
   (D)   Protection of natural resources.
   (E)   Need for habitat restoration.
   (F)   Use of prescribed burning.
   (G)   Security requirements.
   (H)   Relationship to adjacent land uses.
   (I)   Access.
   (J)   Environmentally acceptable opportunities to generate revenue to offset management expenses.
   (K)   Management and control of exotic species.
   (L)   Potential and demand for educational uses.
   (M)   Potential use of caretakers for the beneficial and convenient management of lands.
   (N)   Availability of the land for non-structural stormwater management functions.
   (O)   Other functions that can be served by the parcel.
