§ 160.04 DEVELOPMENT ACTIVITY WITHIN WETLAND PROTECTION ZONES.
   (A)   Except as expressly provided herein, no development activity shall be undertaken in a Wetland Protection Zone.
   (B)   The following uses and activities are presumed to have an insignificant adverse effect on Wetland Protection Zones, and will be permitted without specific approval of the City Commission:
      (1)   Scenic, historic, wildlife or scientific preserves;
      (2)   Boardwalks provided they are no greater than 150 feet in length, no greater than five feet in width and require no tree removal;
      (3)   A “wetland stormwater discharge facility” developed in accordance with state permits; and
      (4)   Walking trails in established hardwood hammocks provided no tree removal required.
   (C)   Special uses, water dependent activities. Designated water dependent activities that are otherwise prohibited may be allowed if the developer shows the public benefits of the activity substantially outweigh the adverse environmental effects on the wetland area.
