§ 160.03 CREATION OF WETLANDS PROTECTION ZONES.
   (A)   There is hereby created a Wetlands Protection Zone, in which special restrictions on development apply.
   (B)   The boundaries of this zone shall be defined as hydrologically-sensitive wetland areas within the jurisdiction of the St. Johns River Water Management District, the Florida Department of Environmental Regulation and the Army Corps of Engineers pursuant to F.S. Chapter 373 and the Florida Administrative Code.
   (C)   Request for determination of boundaries. A developer shall obtain a determination of the boundaries of a wetland protection zone by contacting the appropriate regulatory agency or through an environmental surveyor/engineer. Water Management District and Florida Department of Environmental Regulation permits will be required prior to submittal of development plans, where required by law. An aerial photograph and site plan of the proposed development area must be submitted to the city showing the wetland boundary. The regulatory agency’s wetland boundaries must be shown on the preliminary subdivision site plan to determine the most landward extent of the wetlands. Soil reports shall be required at submission of final subdivision. Number and location of soil borings will be determined by consultation with city staff. All survey and boundary data shall be of the same year that any application to the city is made.
