The purpose of this chapter is to ensure that all lands designated as environmentally sensitive are protected or developed in a manner which:
(A) Ensures that lands designated in this chapter will be protected in order to ensure that natural floodplain function is maintained within the city;
(B) Ensures that the pollution assimilation capacities of the city’s wetlands and the drainage basin’s wetlands as identified in this chapter are preserved in order to maintain the quality of surface waters; and
(C) Ensures that wildlife habitats associated with wetlands are preserved.
