The provisions of F.S. §§ 163.3223 (1990) through 163.3243 (1990) as hereinafter recited be and they are hereby adopted as regulations and procedures of this city for the purpose of permitting this city to consider and enter into development agreements relating to amendments to Chapter 154 of the city Land Development Code and/or amendments to the city comprehensive plan with any persons having a legal or equitable interest in real property located within the corporate limits of the city. The provisions of this chapter are intended to apply only to proceedings relating to land use pursuant to the Comprehensive land plan and the Land Development Code of the city. The provisions of this chapter shall not apply to proceedings for subdivision approval or site plan approval.
