(A) No variance shall be granted in cases where special conditions and circumstances are a result of the actions of the applicant subsequent to the date of adoption of this chapter.
(B) Each jurisdiction shall forward any and all variance requests to the interlocal parties for their comments according to adopted interlocal agreement provisions.
