§ 157.18 APPEALS PROCEDURE.
   (A)   Any person adversely affected by a final decision of any city official or employee in the enforcement or interpretation of this chapter, may appeal such decision to the Tree Board who may affirm, reverse, or modify the decision. Any aggrieved party may appeal any decision of the Arbor Board to the City Commission who may affirm, reverse, or modify the decision. Any decision of the City Commission is subject to review by the circuit court.
   (B)   Any person attempting to comply with the Florida ATM security act or other state- mandated public safety requirement adversely affected by any decision of any city official or employee in the enforcement or interpretation of this chapter may appeal directly to the City Commission for relief. The Tree Board would be bypassed in an effort to quickly and efficiently resolve any alleged public safety issues. Such appeals will be placed on the next available City Commission agenda provided that the appeal is received by the city at least seven days prior to the date on which the City Commission will hear the appeal. Any decision of the City Commission is subject to review by the circuit court by certiorari.
